The British Government, in September 1822, instructed Governor Sir Thomas Brisbane, to find a suitable site for another Penal Colony. Exploration parties were sent to Moreton Bay, Port
Curtis and Port Bowen. The explorer John Oxley reached the waters of Moreton Bay in November 1823 and found three escaped convicts, Thomas Pamphlett, Richard Parsons and John Finnegan, who claimed that they had been swept out to sea while on wood-cutting expedition. They had floated north in a small boat and been washed up on the sandy beaches of Moreton Island, where local Aborigines had shown them the local source of fresh water.
On returning to Sydney Oxley was sent back to Moreton Bay on the Brig Amity, with 29 convicts, 14 soldiers, and the botanist Allan Cunningham, a surgeon and storekeeper named Walter Scott, and Lieutenant Henry Miller who was to be the settlement's first military commandant.
Thus the Brisbane region was first settled as an outpost of the New South Wales colony in 1824 as the Morton Bay Penal Settlement at what is now known as Redcliffe. Three months later the settlement moved up the Brisbane River to what is now North Quay. The settlement was named after Thomas Brisbane, the then Governor of New South Wales.
